S.D. abortion ban introduced with exceptions not included in failed ’06 ballot measure

South Dakota legislative opponents to abortion are proposing a new bill to ban the procedure while responding to voters’ objections to what would have been the strictest law in the nation.

Sponsoring lawmakers gathered in the state’s Capital Rotunda here on Jan. 29 to announce that a new bill to ban abortions with exceptions for rape, incest and the health of the pregnant woman, would be introduced. The bill, HR 1293, called “the Women’s Health and Human Life Protection Act,” was introduced Jan. 30 to address the termination of “the life of an entire, unique, living human being, a human being separate from his or her mother, as a matter of scientific and biological fact, and … that pregnant mother’s existing natural relationship with her child.” [....Snip] Catholic OnLine
